Directory of PSI Re-use Products and Services
Europe's One-Stop Shop on Public Sector Information (PSI) Re-use
Why a Directory of PSI re-use products and services?
- This Directory includes 100 plus examples of how businesses re-use Public Sector Information (PSI) to create value added products and services and make significant contributions to the European Economy.
- The business opportunities made possible by PSI re-use are wide reaching. The products and services created are common place in our day to day lives. PSI is re-used across many sectors; for example, legal, meteorological, traffic, business, geographic, environmental, tourism, insurance, agriculture, aviation, health care, recreation and many others.
- The products and services based on PSI re-use are diverse, innovative, well established businesses in some cases, and increasingly there are more forward looking digital and mobile applications coming on to the market. They include business information services, flight planning, property services, weather forecasts, transportation guidance, satellite maps, on line mapping and online mobile apps, to mention some.
- Bringing together examples makes it possible to gain a better understanding of the business models in place when PSI is re-used commercially, what makes it work and to also potentially stimulate interest and raise awareness of European business opportunities based on PSI re-use by the private sector, especially for SMEs.
- Continued and focused efforts are needed stimulate the market potential for European PSI re-use. The potential is immense.
What is in the Directory?
- The entries are ‘services or products’ in which public information or data (PSI) is drawn from European public sector sources and to which value has been added or integrated. In some cases, the PSI used to create the product or service is from more than one country (cross border examples). In other cases, the entries are major products and services in which the PSI is drawn from one country. Each entry includes as much as possible of the following information: Nature of and intended market; Main source of the PSI which it has re-used; How the PSI fits within the product/service as a whole; Value added to the ‘raw’ PSI; Overall business model; and Impact the European PSI re-use Directive appears to have had on the business model and the provision of the service.
- Information is global and this is reflected in commercial activities involving the re-use of public sector information. The re-use of public sector data often starts with small or micro initiatives working with local or national data, but as work continues the business path often leads to global markets for data and re-use products and services with global applications.
- The PSI re-use business model is not in data sales but rather in adding value to the data by combining it with other data and or just using it to develop and deliver services and products.
- Re-using PSI to develop products and services, more often than not, requires access to data across Member States and thus consistency in PSI re-use policies and practices throughout Europe is important. PSI re-use extends beyond borders. The information market place for products and services re-using PSI is global and the data sourced is from all levels.
- Innovative commercial re-use of PSI needs to be supported with data co-ordination, as well as policy and systems support at European, national and local levels to maximise economic potential across PSI sectors.
- More resources discussing PSI re-use issues can be accessed on the Themes page (under PSI re-use business) as well as reports published on PSI re—use by the ePSIplus Thematic Network (Summative Report and Thematic Meetings on PSI re-use business).
