OECD PSI policy principles

The ePSIplus thematic network held the second PSI pricing meeting in London on the 1 & 2 November 2007. The materials from the meeting are available at:

The OECD attended the meeting and made a presentation on the OECD’s work on developing a set of OECD PSI policy principles.

The presentation titled:

“OECD Policy principles for enhanced access and more effective use of public sector information”

was presented by: Graham Vickery, OECD, Paris.

Graham invited the PSI experts attending the meeting as well as all PSI stakeholders via the ePSIplus Thematic to consider and comment upon the draft PSI policy principles.

The draft set of PSI policy principles presented by Graham included:


Transparency and inventory

• Awareness, easy to find, clear information on conditions


Openness

• Assume openness as a default rule for all funding models, define limitations (privacy, security, etc.)


Access and reuse conditions

• Non-discriminatory competitive access, limited restrictions


Quality

• Methodical collection, reliability, compatibility


Integrity

• Best practice information management, no unauthorised modification


New technologies and long-term preservation

• Interoperability, address technological obsolescence

OECD Best Practice Forum

The OECD will be considering the OECD PSI Policy principles at the Internet Governance Forum that will be held in Hyderabad, India from the 3 to 6 December 2008.

At IGF 2008 the OECD will be presenting a Best Practice Forum titled:

Enhanced Internet-enabled access and use of public sector information.
