The French Commission d'accès aux documents administratifs (Cada) has devoted the July / August 2009 edition of their online newsletter to the topic of PSI Re-use covering timely updates on developments and issues.
Cada (French Commission d'accès aux documents administratifs) is an independent administrative body with an advisory role relating to the re-use of Pubic Sector Information and PSI Directive and FOI matters including monitoring, advice and guidance.
The Editorial to the newsletter comments:
“Rompant avec le format habituel de la lettre, la synthèse élaborée en cette période estivale donne un éclairage sur l'actualité en matière de réutilisation des données publiques.
Dans ce domaine, pas plus la CADA que d'autres autorités ne peuvent prétendre répondre à toutes les questions qui se poseront dans un proche avenir. Car si la réutilisation de ces données n'est pas nouvelle, elle s'amplifie du fait du développement des services offerts sur les réseaux de communication, sans que l'on sache dans quelle mesure les autorités publiques vont elles-mêmes prendre part à cette offre.
L'administration est insuffisamment informée du droit qui encadre la réutilisation, et celui-ci est encore trop nouveau pour que son application ait pu être déjà totalement clarifiée. C'est la mission de la CADA, à la mesure de ses moyens, que de faire progresser cette connaissance.”
English translation - This edition of the newsletter sheds light on news about the re-use of public data over the past couple of months. Although CADA and other authorities can’t claim to know all the answers to all the questions which will be raised about re-use of public data in the near future, it is the case that re-use is increasing. Administrations are often inadequately informed about the law that governs PSI re-use and the law is still too new for its application to be fully clarified. It is the mission of CADA to communicate and advance knowledge about PSI re-use and its application as developments take place.
Newsletter Content
The Newsletter content covers many topics of interest to both the holders of public sector information and to those wanting to re-use it. The newsletter describes Cada’s involvement in the interdepartmental working group co-ordinated by APIE to develop a single French portal on re-usable public information. Such a portal would make information available about re-usable public information from a single entry site as opposed to directories available on a number of different public department sites. Plans for the single entry portal are to include information from the largest number of public authorities as possible including local authorities.
